Near the scaffolding, crouch and move until your crosshair is on the little wood thing (like in the video) and uncrouch
Look for the highest point of the wooden crane, aim just above it and go to the right until the crosshair is above the point where the lighter side and the darker side of the stone meet
Left click and do a very short (almost instantaneous) running throw
