This is a bit harder one

You'll need to the wall after the B graffiti in T spawn
You'll see a wall with an indent
Stand by the closest indent to T spawn
Aim up in the sky and take a line from "N" in the "Bank" sign and line it up with the top of the tower
Run towards the manhole
When you reach the manhole your aim should be at the lower powerline
Do the running jumpthrow then and the smoke should land deep in the bank
